Is it on Game Pass?

No, and it could not quietly be there either. Game Pass titles live in Microsoft’s store catalogue, and a search of that catalogue for Wild West Pioneers returns zero results. (See a Microsoft store catalogue search for the name) That covers the Microsoft Store on Windows as well, so there is no PC Game Pass copy and no Xbox app route. The PC stores Toplitz named for the launch were Steam, GOG.com and the Epic Games Store. (Named in Toplitz Productions' open playtest news post)

Can I play the PC version with an Xbox controller?

Not natively. The request came up on the Steam forum in exactly those words, native Xbox controller support, and a Toplitz community manager replied:

“Currently not, but possible for the future”

(Replied in Steam discussions: publisher reply on controller support) The screenshot above shows the kind of screen you work through all game: a building’s panel with small slots, icons and tooltips, which on PC you drive with a mouse. If you want to sit on the sofa with a pad, that answer is the one to watch.

What would put it on Xbox?

A product page in Microsoft’s store would come before any console launch, and the catalogue search linked above would start returning it. A Game Pass deal would show up the same way, as a Microsoft listing with the Game Pass badge. The other signal is an announcement from Toplitz Productions on the game’s Steam news page. Neither exists yet.
