Does Wild West Pioneers have multiplayer or co-op?
No. Wild West Pioneers is a single-player city builder: no co-op, no online mode, no trading with a friend’s town. The publisher has said neither co-op nor multiplayer is planned.

What exactly did the publisher say?
A player asked on the Steam forum whether co-op or multiplayer was on the cards, picturing trading between friends’ cities and fighting bandits together. Toplitz Productions thanked them for trying the demo and answered:
“As of today, there are no plans for coop or multiplayer.”
(Replied in Steam discussions: publisher reply on co-op and multiplayer) “As of today” ties the answer to the demo period, so a later post could change it. Nothing in the Early Access roadmap does: its three updates add quests, buildings, a mountain region and a highland settlement. What do the store pages list?
Steam’s categories for the game are Single-player, Steam Achievements, Steam Cloud and Family Sharing, with no online or local multiplayer tag. (Listed on the GOG store page) Family Sharing is the closest thing to sharing the game: someone in your Steam family can play from your copy, in a game of their own.
What is “Settlement 2”, and does running several towns mean multiplayer?
No, all of those towns are yours. When the game changed direction, the publisher listed “Two Settlements – Two Biomes” among the changes. (Listed in Steam announcement: A New Direction for Wild West Pioneers) The playtest patch notes then refer to a “Settlement 2” and to fixes in “both settlements”. The lead developer frames it as expansion in the official gameplay overview: not every resource is in your first settlement, so you find a place for another, and “you can control multiple towns and create a transportation network between them and other places in the world.” (Said on camera in Gameplay Overview: Your Journey Begins (Toplitz Productions)) One player, several towns, linked by your own roads and routes.
